Useful information systems, where they are needed most.

I am Pierre Mfoundou, an information systems consultant and software developer based in Brazzaville, with about eight years of experience on web and mobile projects across Central Africa.

My main field is public health and the institutional sector: I design the national eLIS and eSIC systems for the Ministry of Health, and work as a developer at ARTF, the money-transfer regulator. Alongside this, I deliver applications for private and public clients under my DevSoft brand.

I am also building TMD (Tell My Doctor), a digital family health record designed for the Congolese context: shared medical records, offline-first operation, secure sharing with doctors. The project is under active development, and I regularly document its technical journey on this blog.

What drives me: building reliable, durable digital tools in contexts where connectivity, budgets and habits demand rigorous technical choices: offline-first, restraint, and security proportionate to the sensitivity of the data.

  1. 2025 – present

    ARTF - Money Transfer Regulation Agency

    Full-stack software developer. Financial data systems and regulatory reporting.

  2. 2024 – present

    eLIS & eSIC national systems (Ministry of Health)

    Phase 1 (Oct. 2024 – Nov. 2025) as expert IT consultant with Catholic Relief Services, under the Global Fund-supported programme; phase 2 since July 2026 as consultant to the Ministry, in continued collaboration with CRS.

  3. 2019 – 2024

    PDAC - Commercial Agriculture Development Support Project (World Bank)

    Full-time IT consultant: official project website, Android field data collection app and centralized beneficiary-tracking database.

  4. 2019

    MEZA Project - World Food Programme (through the Fongwama developer community)

    Validation and correction of nutrition data submitted through the MEZA platform, in direct coordination with WFP focal points: my first data-quality work for a United Nations agency.

Off the keyboard

Off the keyboard, I am involved in wrestling on the organizational side rather than on the mat: I serve as general secretary of the Brazzaville departmental wrestling league and work closely with the federation's board. I also ride motorcycles now and then with the guys from the club. Two different worlds, one conviction: discipline and consistency build everything.
