eLIS & eSIC national health information systems
Design and deployment of the national laboratory (eLIS) and community health (eSIC) information systems for Congo's public health sector.

Context
As part of the digitalization of the Congolese health system led by the Ministry of Health's Directorate of Information and Communication Technologies (DTIC), funded by The Global Fund (C19RM grant) with the support of Catholic Relief Services, two national systems were developed: eLIS, the laboratory network information system, and eSIC, the community health information system.
What was delivered
As an expert IT consultant, I contributed to the design, development and deployment of both platforms: full sample lifecycle coverage for eLIS (patient reception, sampling, packaging, transport, analysis, storage) and community care packages for eSIC (consultations, HIV and tuberculosis care, pregnancy follow-up, cash desk). The architecture combines a tablet-based mobile module for field data entry, a web back-office and dashboards, with DHIS2 interoperability as a target.
The pilot phase was deployed in late 2024 across the departments of Brazzaville, Pointe-Noire and Bouenza: general hospitals, the Brazzaville University Hospital (CHU), the national blood transfusion centre (CNTS), the national public health laboratory (LNSP) and integrated health centres, with on-site user training and ongoing support.
What's next
Since July 2026, I have been supporting the Ministry as an independent consultant on phase 2, in continued collaboration with CRS: functional extensions based on pilot feedback, data quality improvements and continued national rollout.
